There is no doubt that terrorism and exaggeration and extremism is blamed in everything, especially in religion, because before everything offense to the religion and its consequence is undesirable and those who commit such atrocities fail in the present life and after life, as they insist on their beliefs, believing that they’re doing the right thing. Islam is a religion of tolerance and moderation, and God described Muslims as a nation of moderation God said: - ((and also made you a middle nation to be witnesses over mankind and the Messenger may be a witness ...)) (Al-Baqarah verse 143). In this humble effort, the researchers studying the treatment of terrorism phenomenon and violence between religious duty by configuring an equal religious culture , and the legal duty by claiming for activate the laws and the role of the authorities in achieving justice and application of the law , and work to revitalize the role of institutions and educational, cultural and social groups and then reconsideration the visual , heard and watching media message to be a construction factor rather than a demolition factor. The scientific materials of the research are distributed into four demands: - The first demand : - in the studying of religious treatment. The second demand : - in the studying of legal treatment. The third demand: - in the role of scientific, educational and cultural institutions in treatment. The fourth demand : - in the role of media in the treatment. Then research concludes by mentioning the most important results.
