In the last ten year, there has been a talk about the formation of a court specializingin publishing and media issues in Kurdistan Region, especially after the forma􀀩on of the court of publishing and media subject in Iraq in 2010. From here our study came to examine the appropriate of formation such a competent court in the light of constitution and ordinary legislation? And how its locative and subjective specialization would be? Is it possible to be a court of civil and criminal cases at the same time and original? And what is the mechanism to challenge its decisions? And what will result in the formation of this court of the positivity and negativity? And all that with the aim of clarifying the path and vision for decision makers to form such a court in the future in a competent way.
